I would add a rule that you could only loan to the other league, otherwise what's to stop someone like the Phillies from loading the Marlins with talent that will play 13 times each against their division rivals, then sit for the 13 games against their parent club.
Interesting thought. I'm not sure the leagues mean much and I'd assume some sort of limits would be in place. In soccer, you can only loan so many players per team, so there's not a "pipeline" for the smaller clubs. But there's probably other things like this I haven't thought through that would need to be codified if this were to happen.
